Coste — costo in Latin America — is what the thing costs to make or to run. Valor is what it is worth, which need be neither of the first two.
In a shop the ordinary question uses the verb: ¿cuánto cuesta? ¿Qué precio tiene? is correct and a shade more deliberate. One phrase to watch: at any cost is a toda costa, with yet another word again. A cualquier precio also exists, but it means paying whatever is asked rather than stopping at nothing.
