Pero joins two ideas that pull against each other: quiero ir, pero no tengo tiempo. Sino corrects a negative: no quiero café, sino té — not coffee, but tea.
The test is simple. If the first half is negative and the second half replaces it rather than qualifying it, Spanish needs sino. And if what follows is a conjugated verb, it becomes sino que: no vino, sino que llamó.
Pero also opens sentences for emphasis, where English would use an interjection: ¡pero qué dices! — what on earth are you saying?
